Is it possible to create a window without a viewport?
Different approach is to set the decorator to False. See Raccoon Music Player as an example.
-
Using dearpygui with pygame
Depending on what you want to achieve, you could do the entire app with Dear PyGui. It's possible to create animations and the like, although Pygame has more functionality built in. For example, see Raccoon Music Player.

Minimum height and width
As to apps without a titlebar, you may want to have a look at an app I made a while ago. https://github.com/bandit-masked/raccoon

Any way to make good GUI/Animations in Python
Of course you can with Python. Here is an example.

Removing maximize button
Another solution would be to remove the title completely and create your own. For an example, see Raccoon Music Player.

Projects you've done
Let me tell you, making a game from scratch has been the greatest learning experience of my coding career. It's not much, but I'm pretty proud of what I've got so far. "Laser Flag" is like a heavily simplified X-Com variant for 2 players, with a nonviolent laser tag theme so I can play it with my daughters. I just got it to a state where I'm comfortable releasing a beta: https://github.com/jsl840314/laser_flag
