Is it possible to create a window without a viewport?
Different approach is to set the decorator to False. See Raccoon Music Player as an example.
-
Using dearpygui with pygame
Depending on what you want to achieve, you could do the entire app with Dear PyGui. It's possible to create animations and the like, although Pygame has more functionality built in. For example, see Raccoon Music Player.

Minimum height and width
As to apps without a titlebar, you may want to have a look at an app I made a while ago. https://github.com/bandit-masked/raccoon

Any way to make good GUI/Animations in Python
Of course you can with Python. Here is an example.
-
Removing maximize button
Another solution would be to remove the title completely and create your own. For an example, see Raccoon Music Player.

My first project: Raccoon Music Player – Cute raccoons dancing around a campfire while songs are playing → check out the video and unmute the audio → Made with Dear PyGui and PyMiniAudio. Project details are in the comments.
The entire source code of Raccoon Music Player is available on GitHub under the permissive MIT licence.

Dear ImGui: Bloat-free Graphical User interface with minimal dependencies
I've used Dear PyGui [1], which is based on this, and it has been a mixed bag. It's fast and basic functionality is super simple. The documentation is somewhat lacking when you wanted to start doing something non-standard. I would still rate it quite highly all things considered.
