Why isn't Ruby used for ML?
It's certainly possible (great repo here), but often you'll find that gems are essential ruby bindings for libraries from another language.

What is wrong with R, why is Python favored?
Python is a general-purpose language, yes, but so is Ruby. Why isn't Ruby used for data science? Are there any good reasons why something like sklearn could not be implemented in Ruby? Not really.
