The guy who created latte dock maintains a trio of widgets (https://github.com/psifidotos/applet-window-appmenu, https://github.com/psifidotos/applet-window-buttons, https://github.com/psifidotos/applet-window-title) which are just PERFECT for that purpose. They don't require you to run latte, but it helps if you have more than one screen.

How to lock the widgets in panel so that they don't change position every time I login?
I did not know about Active Window Control. The scroll wheel to max/minimize feature is really handy. I am using another simple widget called Window Buttons though. It is not feature rich unlike Active window control but it looks good and serves my basic purpose.
