Is there a framework for creating web extensions?
Extensions are made using normal html/css/js. So you could use react and there are boilerplates like this for it.

It is built with react, I was using a react boilerplate for chrome extensions. (this one) For storing the changes I use a postgresql database hosted on Heroku, and the backend part is a simple express API also hosted on Heroku.

Built a Chrome extension using React and AWS Amplify/Cognito for user authentication to sign up for free trials of subscription services. Plug-in generates a Stripe virtual card, manages your free trial, reminds you when it's over.
