What is a good admin tool for managing 20 Linux servers?
Ansible is really good but also has a decent learning curve. After reading about it I would look at various roles to see how people structure their playbooks. This java one was helpful to me. That guy also has a video series on ansible.

How to handle Roles with different folder structures from different Githubs
Those that have the /roles/ in them are in the wrong from the look of it. But its hard to tell without more information. Here is an example of a galaxy compatible role https://github.com/geerlingguy/ansible-role-java
