It’s a bit ghetto without an API and the main workaround method is done by basically editing the xml configuration that is meant to be left to the PFSense UI to manage as to not break things. Your best bet might be an ansible playbook like so: https://github.com/opoplawski/ansible-pfsense I’d suspect managing PFSense in that way is unsupported and probably not recommended by PFSense and your mileage may vary especially as it might lag behind PFSense releases in getting updates. Use at your own risk.

To manage a VM, you can use something as simple as just manual actions over SSH, or can use tools like Ansible, Hashicorp's Packer and Terraform or other automations. For an app where there is minimal load and security/reliability concern, VMs are still a great option that provide a lot of value for the buck

In this article's context, it is simply a tool that provides a declarative way to automate your machine/OS to configure the development machine as you want (install package, modify the configuration, etc). Examples of these tools are Ansible, Puppet, etc.
