oh oh oh its maagic?
Is your RX580 flashed with a mining BIOS or still running stock BIOS? I flashed mine and gained quite a bit and can do around 29-30 from it with similar power draw. Before NHOS nerfed OC I could get 32 out of it regularly. My 1070 (non ti) doesn't do so good in NHOS but my 580 won't play in Windows for some reason, stock or mining BIOS. If you're not confident flashing BIOS on it you can play with memory timings at the driver level with this tool https://github.com/Eliovp/amdmemorytweak or I think in teamredminer as well. TRM typically gives a little better hash and a little lower power draw than other miners with AMD cards.

Really. Look at TRM documentation to get a lot more out of the Vega. You might be able to get around 50 mh/s if you are lucky with your card. You should be using AMD Memory Tweak to overclock and under volt the Vega cards. https://github.com/Eliovp/amdmemorytweak
