I personally use https://github.com/benruehl/adonis-ui for my current project. It's easy to use and allows for custom themes and templates (there are 2 themes - light and dark - already included).

I built a tool for testing GRPC services with .NET Core + WPF

WPF. Controls are highly customizable. Also there are good UI libraries out there, I recommend MahApps.Metro. Also you should take a look at MVVM design pattern.
