Looking for Mod Recommendations for BG2EE, mainly TOB section
Wheels of Prophecy in its current state is emphatically not playable. There is a new fork which is supposed to correct most of its errors, but I haven't tested it. All I can say is that the last time I tried to use it, I had cutscenes triggering twice, I had to resort to the console to get things to fire, and it was a gigantic mess that I cannot in good faith recommend. It's a shame, because I liked what I saw, but at present it's just not functional. I would steer clear.

Looking for Mod Recommendations for BG2EE, mainly TOB section
I was referring to Scales of Balance and random tweaks, if you're not familiar. SoB, I haven't used in awhile; random tweaks includes some nice quality of life stuff I like (goodberries, cure spells bypass deflection, etc).

Mod overview: Tweaks, convenience mods, quality of life, and other minor enhancements
Scales of Balance: A very large mod with potentially far-reaching changes that I have not tested nearly enough to comment on in detail. Includes an armor overhaul, a feat system, major changes to weapon usability, minor tweaks to Icewind Dale items, removal of class-based potion restrictions, overhauls to racial stat bonuses, changes to saving throws, bonus spells for high int/wis/cha, a complete rework of magic resistance, and much more besides. The readme is extremely thorough: read it first to avoid compatibility issues.

And Garrick takes all the credit
It's part of a mod called Scales of Balance. It's got a lot of other changes too, but I just stuck with the ability score based bonus spells component and ignored the rest as the other stuff changed way too much for me. It does also grant mages bonus spells based on intelligence which could potentially be a bit OP with the extra slots a specialist mage already has.

Are there any mods that make mental attributes more relevant?

Godlike (?)
Most stats don't really matter especially in an unmodded game. There are mods to make them more significant. The one I use is Scales of Balance, which contains a crap ton of tweaks and is very granular so you can just install what you want.
What are some alternatives?
SubtleD_Spell_Tweaks - a buncha random small tweaks for BGEE etc.
NPC_EE - NPC kit options for Baldur's Gate
Faiths_and_Powers - Faiths and Powers mod
A7-HiddenGameplayOptions - A mod that makes a number of useful options directly accessible within Enhanced Edition games.
HQ-SoundClips-BG2EE - Restores high quality sound files for extended BG2EE content which were lost since game patch v1.3.
Skills-and-Abilities - This mod is a collection of class, skill, proficiency, and stat updates.
ThrownHammers - Adds thrown hammer animations and a few items to most IE games.
A7-NoEENPCs - A WeiDU mod for BG:EE and BG2:EE that allows you to tweak the new Beamdog NPCs
A7-SkipChateauIrenicus - A mod for BG2, BG2:EE and EET that allows you to skip the opening dungeon without losing potential equipment and items.
aTweaks - PnP tweakpack for BG and BG2
EET_Tweaks - A mod for Infinity Engine games
refinements - This is a mod for BG2 that alters a number of features, mainly the HLA tables and the armors' mechanics.
