STEPcode (formerly NIST's STEP Class Library) is used with IFC, STEP, and other standards that utilize the technologies of ISO10303 (STEP). It generates C++ and Python from EXPRESS (10303-11) schemas. The code is capable of reading and writing STEP Part 21 exchange files. It also utilizes Parts 22 and 23 (SDAI and its C++ binding). Fornjot is architected to be language-agnostic. Rust is just the easiest language to support, given that the rest of the project is written in it too.
I (author of Fornjot) don't have any near-term plans to add support for other languages, but I hope that people will start experimenting (and someone already has: https://github.com/WeirdConstructor/Fornjot/tree/wlambda_int...).

There is also STEPcode [1], which can read and write STEP using C++, it has been kept up to date by the BRL-CAD people and is used by them.
I think modifying Open CASCADE Technology would be a lot easier than starting again.
