I put shows on the 3ds with https://github.com/Core-2-Extreme/Video_player_for_3DS but you have to reformat everything depending on how powerful a model you have and what the resolution is

3DS has way better options than DS, I used a program called Fast Video DS which is included with Twilight Menu++, but it's very picky with naming conventions when converting files in a way that barely makes sense, for example, cringe.mp4 will give you an error message, but Crin G3.mp4 will work just fine. For 3DS you'll want to use Video Player for 3DS. Some very low resolution mp4s will work fine if you just throw them on the SD card, but for HD ones I would recomend using Handbrake to lower the resolution to 800x226, you'll have to mess with the settings for a while but it looks quite good when done properly.

The limit is about 300 icons, if you do exceed it, then you can use 3dsbank. Trust me, it is better to use cfw.

Did you use 3dsbank? If so, your "folder" in Nintendo 3ds should have a few different values (like d3d7da36617c56e662683d609155b526or something different).
