I believe you're looking for the microsoft footprints. They're hosted on github as geojsons. You can download individual states and countries. Here's the US: https://github.com/microsoft/USBuildingFootprints

Microsoft is good for building footprints, but a little old. I think that's was Illinois' data is based on.

When looking for some specific features shapefiles like parcels, buildings,..etc. you usually end up with either nothing, partial information (like trying to query building with specific types of stages in OSMNX) or with shapefiles that lack an attribute table ( this link for example you can download buildings foot prints for almost all the cities around the world but the ones in the ME lack attribute table: GitHub - microsoft/USBuildingFootprints: Computer generated building footprints for the United States ).
