There's currently a Decky plugin called TunnelDeck that makes installation of the OpenVPN client easier. It also seems to use systemd-sysext to install the networkmanager-openvpn as an overlay, so disabling read-only mode isn't necessary.

Do yourself a big favor, get a large microsd (512gb-1tb) and look at https://github.com/LyonSyonII/lyon-deck-toolbox for the btrfs filesystem compression mod. It will help you reduce file sizes.
