I recommend personalDNSfilter (GitHub) as the on-device filter, which then gets passed through to nextDNS or any other DNS of your choosing. Been using it for over a year, it's superb, but I wish we had something as powerful as Portmaster (desktop-only for now, although the team has considered Android, and they thought it is a viable option)

I've been looking into doing something similar and stumbled upon a method that uses personalDNSfilter with OpenVPN for personalDNSfilter, which is a special version of the OpenVPN for Android app.

Android Update: fix can be obtained (on a non-rooted phone) by using the Personal DNS Filter app (install from PlayStore). This app allows to manipulate DNS by creating a VPN.
