You may want to try your luck by remixing the parts you want from a Tiny-M (https://github.com/gsl12/Tiny-M), a mod of the V0 that uses 2020 extrusions and NEMA 17 stepper motors.

Could a Voron v0.1 be extended to fit a larger buildplate?
yes. but probably not to 250mm. also you'll need larger extrusions. 1515 isn't stiff enough for that. https://github.com/gsl12/Tiny-M

If you want to build a V0 with NEMA17 stepper motors, you should take a look at the Tiny-M: https://github.com/gsl12/Tiny-M It's a printer based on the V0, but using 2020 extrusions instead of 1515, and NEMA17 motors instead of NEMA14.

Would it be feasible to build a custom sized 0.1?
There is the Tiny M, basically a 150mm3 V0 using 2020 extrusions instead of 1515. The cantilever bed might start to be an issue going much larger than that.
