If I make a modded server for Minecraft Java editions can my friends on console still play with me
HOWEVER, you might get away with more heavy mods by using PolyMc (not to be confused with the launcher of the same name) which allows for vanilla JE clients to join a modded server without instaling the mods; this should in theory allow your console friends to join.

Would it be possible to add new blocks through serverside fabric mods and resource/data packs?

And if it does add modded blocks you can try using PolyMC as well.

Searching for a place where I'd request e custom made world using Terra (paid)
But if you do find a place that sells pre generated worlds with the use of Terra for sale then I can happily announce that in ther Licensing agreement it is allowed to be doing Commercial usage of the plugin so you don't have to worry about breaking any TOS. source

Looking for hardware for a modded Minecraft server
Hey, it is a custom server which is running on Purpur, a fork of paper that further improves features and performance. The custom terrain plugin I am using is Terra (https://github.com/PolyhedralDev/Terra).

Terra is an extremely customisable terrain engine, which allows you to make your own terrain generators. It's very in depth, but does have a fairly large learning curve. I highly recommend you join the Discord and check out the GitHub for examples, however.
