    See, you didn't follow the installation guide. If you did that everything would work. Throw away that suspicious Harmony mod (delete folder) you've got from who knows where and install the one linked in the installation guide -> https://github.com/boformer/CitiesHarmony/releases/download/v2.2-0/CitiesHarmony.zip That's all.

    If you have Steam version of the game everything should work out of the box. If not then you have to manually install Cities harmony 2.2-0

    If you want to use a template, download this folder and replace all UUIDs/GUIDs with new random numbers using a text editor (e.g. Notepad++ has a feature to Find+Replace in all files in a folder), then open the .csproj with Visual Studio: https://github.com/boformer/CitiesHarmony/tree/master/ExampleMod You'll get complaints about missing references, you'll find those in the game's Managed folder; either tell Visual Studio where that is or edit the paths in the .csproj. Some mods have some automagic to find them based on how steam is installed, but you don't need that if you're working alone. When you try to compile for example Common Ground, you'll see that in action (I stole it from Kian), should be similar for TM:PE. If it fails you can create a /dependencies subfolder and copy the files in there (or symlink them), that way compilation doesn't depend on where the steam library is located.

    Assuming you already know coding in general, here's the resources I used to get started about a month ago: - boformer's (slightly outdated) modding tutorials on simtropolis: https://community.simtropolis.com/forums/topic/67088-index-of-modding-tutorials-information/ - harmony library documentation: https://harmony.pardeike.net/ (not strictly necessary, but makes life a lot easier) - mod project template: https://github.com/boformer/CitiesHarmony/tree/master/ExampleMod note that the files contain some GUIDs that you should replace with newly generated ones (the principle there is that there are so many possible GUIDs that just by using a random one yours will most likely be unique). Also - obviously - you'll need to replace all instances of ExampleMod with whatever you call yours; I used Notepad++'s search in files feature for that. - most mods publish their source code on github, so a) learn how to use that so you can publish yours as well and b) look at mods that do similar things to see how stuff can be done. - as the first thing I worked on (though not the first thing I finished; it's still work-in-progress while ROTTERdam came out in the meantime) was a new feature for Kian's Adaptive Roads, I also asked a lot of questions in the modding channel on his discord, usually for stuff where I didn't know where to look but where it was obvious that other modders would have encountered the same problem before. - for the same reason I am now using the KianCommons utility library; like e.g. MacSergey and Klyte he has collected the stuff he uses in multiple mods, but as it's undocumented and was never intended to be used by anyone else, I don't know if it's worth the trouble of understanding what it does if you're not stuck with it anyway like I am, it might be easier to re-implement the stuff you actually need (or just copy-paste it from some other mod - add in a comment on where you got it from though) (I believe Kian once told me that he thinks MacSergey's library is better, he just doesn't understand it...) (If I had infinite time, I'd probably try and merge and document them, but I don't so...) - you might also want to try and contact BloodyPenguin, preferably with a rough working proof of concept, as it might be easier for you to contribute to the barges mod instead of creating a new one interacting with it.
