For my needs, when I'm ready to move a game to my nas storage I use steam library manager https://github.com/RevoLand/Steam-Library-Manager to compress games into a single file (makes moving games over the network way faster than stating thousands of files) with medium compression and move that game to a steamlibrary folder on my NAS.
- My OS (C:) drive is almost full, would it be okay to move everything to my DATA drive, which has way more storage space?

You'll have the account info which should always work, assuming your seller is both competent/not a scammer and doesn't change passwords. The seller I buy from has over 1k positive ratings with little negative. From what I've seen they guarantee accounts for anywhere from 3 years to forever, though I wouldn't bank on them doing this forever. Here's the link to their page but you can purchase from anyone as long as they have good policies like long term account guarantees and free updates. Also you may have to pay with Bitcoin/crypto, and I use cash app for that. Assuming you know very little I did make a guide in a comment a few weeks ago. You can use TC-NO account switcher to seamlessly switch between accounts.
