How is the Timer so accurate?
Some of them get pretty advanced too. Sonic Visual Split actually reads the IGT from a video feed, since Sonic 1, 2 and CD all use IGT.

Is there any software that would pause livesplit when it sees a specific thing on screen to remove loading times in console games?
As other comment mentioned, a video auto splitter exists which is capable of what you mentioned. I just wanted to add that since livesplit supports customm components, it's possible to just make your own component for an specific game if it doesn't have static images for loading screens, like the case of the crash 4 console load remover.
