Compare SerialMonitor vs RJCP.DLL.SerialPortStream and see what are their differences.

RJCP.DLL.SerialPortStream

SerialPortStream is an independent implementation of System.IO.Ports.SerialPort and SerialStream for better reliability and maintainability. Default branch is 2.x and now has support for Mono with help of a C library. (by jcurl)

The first question is, what is the scanner interface? USB or serial/RS-232 or something else? If it is USB and you're running the web client on Windows, the OS should treat the scanner like a keyboard input. If it's a scanner with an RS-232 interface, that may require a specific library import/NuGet package and that would need to be installed on the client PC to capture the input from the serial port. I haven't developed such an application in .NET Core but have done some in .NET Framework. The latest application I developed used the SerialPortStream library since the standard System.IO.Ports.SerialPort implementation in .NET Framework is unreliable. This was used in a desktop application, then converted to a service that is online with barcode scanners. Good luck to you!
