New RPM versions in Leap and Tumbleweed can't import Packman repo key
We have an answer for that - two RMTs, one with an internet connection, one in the airgapped environment. Mirror Packman on one, --export the mirrored repos onto an external disk, --import them from there to the other, then let zypper on the isolated machines fetch from the internal RMT.

RMT should work without an SCC login if you point it to the openSUSE repos. See the manual, you may have to add the openSUSE repos as "custom": https://github.com/SUSE/rmt/blob/master/MANUAL.md

Validate state transition easily without any gem
You can use state machine gems, such as aasm to write validation. But the gem introduces new DSL to write state transition. It's too much just for validation.
