I am attempting a modded career playthrough and while doing a contract I came across this. I can't find anything relating to this biome in game or anywhere online. Does anyone know where this "cold shores" biome could be on Kerbin?
the "Cold Shores" and "Cold Ocean" biomes are added by Parallax 2.0. If you want to find where they are without "cheating" you can always use SCANSat(It's listed on CKAN and fully compatible with the latest version) to map the planet, it only takes a few days.

What are some visual mods for ksp tgat make the game look better?

- A reasonably heavy bomber, carrying a reasonably-sized bomb, with a reasonably large amount of thrust, for all your reasonable bombing needs. Within reason, of course.

If I were to move from console to a pc, what are the must have mods?
You'll want EVE. And if you're getting EVE (don't forget to get the configs file too, it's older, giant, and very necessary), you'll want Scatterer too. Naturally you'll be in orbit and be all like "where's the stupid light reflected from the ocean!" and then you'll need Planetshine.
What are some alternatives?
