AMD Ryzen 7 7840U Performance Benchmarks on Linux
A few years ago I did a bunch of poking w/ a 4800H, you can see the actual mechanics of using RyzenAdj. Note, each laptop manufacturer may choose their different power limits (and like Intel, AMD's curves are largely driven by temperature, so dependent on cooling solution and other settings).

Low fps on battlefield 2042 with msi laptop
Limitting CPU temperature to 80 degrees, so that no thermal throttling for RTX 3070 I also disabled Turbo Boost of Ryzen 5900HX. Using this; AATU for AMD user.

Beat my Laptop
First, I make sure Hybrid mode is enabled in BIOS, then set default to integrated graphics in nVidia control panel. Next, I set the laptop in Quiet Mode (FN + Q, blue LED). I then use Gminer in admin mode to do the overclocking : I disable P2 state, set a fixed core clock of 1100 MHz, and raised the memory clock boost progressively until 1697 (higher values started to create intermittent errors). I also use AMD APU Tuning Utility (https://gitlab.com/JamesCJ/amd-apu-tuning-utility/-/releases) to reduce the CPU TDP while not using the laptop for anything else than mining. Note that this didn't work so well on my other Legion 5 Pro laptops, who are currently stuck at 66.6+ MH/s with a power usage of 114-115 W. The symptom when it cannot handle these settings is the core clock collapsing several hundred MHz. The silicon lottery seems to play a quite important role in the matter.

Is there any way (other than overclocking) to run your laptop constantly at 2.5 ghz or more (i.e., both on battery and it runs above 3ghz while plugged in anyway) ?
what you can do that I have had success with is use a program that changes the reported TDP. AMD APU Tuning Utility it has a list of presets for APUs that up the TDP and boost parameters to allow more performance.

My tiny laptop mining farm update - improved efficiency !
I also use AMD APU Tuning Utility (https://gitlab.com/JamesCJ/amd-apu-tuning-utility/-/releases) to reduce the Ryzen CPU's TDP while it is just mining. OF course I don't use the integrated custom fan curve settings as they are dedicated for Asus laptops. Next, the Lenovos don't seem to benefit from disabling nVidia Dynamic Boost 2.0, so don't waste your time trying that, it seems to only help on a very few number of models from other brands. If you only have a single laptop and fear higher room temperatures this summer, you can also buy one of these cheap small USB fans to add some air flow. Just leave it on the desk pointed at your laptop (towards the backside if you have room for it).
