I also used radeonsoftwareslimmer from here https://github.com/GSDragoon/RadeonSoftwareSlimmer
- AMD new Driver 23.2.1 Do not attempt to use Radeon Software Slimmer.

Honestly sick of the Radeon Software constant polling
I'm like 90% sure you can turn it off with this open source tool, which is probably of interest to you anyway if you care this much about dumb extra crap your AMD services are doing.
- Audio issues with latest update

Can't Open AMD Control Panel on Windows 11 22H2 + Adrenalin 22.9.1
Nope. Currently I just abandon the control panel altogether by slimming the installer with Radeon Slimmer and utilizing Afterburner for my OC needs and Game Bar for screen/video capture.
- for the love of god, please unlink PBO settings from Adrenalin
- AMD Documentation on Windows registry keys used by the driver?
-
The current GPU Driver Installer is 619 MB compressed and 1.53 GB extracted, can we please have a real customizable installation menu now?
Manually editing xml/ini files and/or using 3rd party programs do the trick, see AMD Radeon Software Customize Setup and/or Radeon Software Slimmer.

So I found a hidden power plan option that may be useful to those who are having USB Problems with their index. Came across it while I was configuring hidden CPU power plan options. Command to add this option to the power options is commented below.
Yeah the software to control it is but the underlying driver is in the Radeon adrenaline software. Download a copy of the current adrenaline driver, and open it in Radeon software slimmer and you’ll see it in there

Latest insider preview took away fundamental functions
I think you're looking for FanControl https://github.com/Rem0o/FanControl.Releases There is a bit of initial setup but nothing crazy, and it guides you through with a nice and clean UI. Once you're in, you can set your fan curve and all the smaller details if you want, like how long will the fans take to spin up or spin down, or how long to delay a speed change after hitting a certain temperature threshold so that its not constantly revving up and down

New build advice
You could even replace all the fans with Noctua nf a12s and control using this and still have saved money: https://github.com/Rem0o/FanControl.Releases

Recently built a PC and it was dead silent for the first few weeks, but a couple days ago it started producing this low humming/buzzing sound. Any idea what could be causing this?
MSI Afterburner should work for gpu fans. Motherboards typically have their own version of software for fan control, so you could use that (dl from mfg website), or there's this one that I know of that should work for any mobo (although there's probably others): https://github.com/Rem0o/FanControl.Releases
