Activity is a relative number indicating how actively a project is being developed. Recent commits have higher weight than older ones.
For example, an activity of 9.0 indicates that a project is amongst the top 10% of the most actively developed projects that we are tracking.

It's a well known fact that if you don't move the mouse or the server doesn't get any mouse input for X game cycles, it logs you out. You can even see the same logic in OSRS: https://github.com/open-osrs/runelite/blob/804a3e85b81b1fb101dfff14e9e9302cb4331bfe/runescape-client/src/main/java/Client.java#L3856
