does ICUE have screen ambience?
It does if you have the LS100 strips or LT100 towers, you can also achieve this using 3rd party software like icue-ambilight( free) by using a Node Pro and rgb strips or SignalRGB ( paid subscription) which is more versatile and supports different brands of RGB.

Where can I find a preset that changes my device colors to match on screen colors? (iCue)
Currently icue only uses it in game integration or Video mode in the LS100 and LT100 but you can use 3rd party soft to achieve in on all the hardware, use SignalRGB or icue-ambilight ambilight its easy to setup but it only does that while SignalRGB has lots of other option.

I recently build a pc and wondered if there is a Software where I can sync the RGB with the content on the screen
I use this one with iCue; https://github.com/Tagueo/icue-ambilight/releases . You could maybe use something like OpenRGB to sync with other brands of RGB
