There are a few tools that do this, such as Ramiel and Pyboot although I've not had much success with them myself when tether downgrading my iPhone X. Kept getting errors

You'll need a Mac to boot it with PyBoot before the developer has released Ramiel (an application for macOS which will do this stuff, but not out yet)

[Question] Can I upgrade to iOS 13.7?
You cannot with IPSWs, you can with SHSH blobs if you saved them, However you can get to 13.7 without SHSH is using Inferius or Divise, it's more like a dualboot but I don't recommend using Inferius or Divise to install 13.7, as these programs may brick your device.
