It's Time for a Stand-Alone RockBand Game
Heh, yeah, good luck with that
However, this audience may be interested in Frets on Fire ( https://fretsonfire.sourceforge.net/ ) and its fork Frets on Fire X ( https://github.com/fofix/fofix#readme )
There seems to be a community around Clone Hero ( https://clonehero.net/ ), too, but it doesn't appear to be open source

RB3 to Clone Hero Converter?
onyx can convert rb3 CONs to clone hero format
-
Clone hero songs
3) last but not least is C3 Universe, this one doesn't get mentioned as much as for some of the songs you'll have to convert them from .CON files to .chart files using Onyx music game toolkit and because you don't need to be a verified charter to post customs on C3, chart quality is varied more than chorus but the up side is that most tracks come with full band if your interested in that.

Download Onyx here. This will be your best friend.

Rock Band unofficial exports?
Download the songs here and use Onyx to convert them to CON, then use C3-Con Tools to convert to them to PS3 (You can probably also convert them to PS3 using Onyx, but I've never done that and I don't think its possible to convert directly from .MID/.chart to PS3 anyway).

(Xbox 360)Rock Band 2 disk songs on Rock Band 3?
Download the songs here and use this tool to convert them. It's pretty slow though (Usually take a bit over two minutes per chart), and there's a good chance that a lot of charts will actually fail to convert, in which case I don't know how you would get it working.

C3 tool not working
If you give up troubleshooting, try Onyx Music Game Toolkit instead.
