Needed to scan some receipts and found OpenScan. Does what it says on the tin, no bloat, no account needed, easy and quick to use, can save scans as an image file or as a PDF. No OCR, though. https://github.com/Ethereal-Developers-Inc/OpenScan

CamScanner, Office Lens: OpenScan will get you covered. Don't use the 155 MB spyware CamScanner.

plenty of mobile apps have the option to take a photo of sheet of paper and then crop the sheet of paper a rectangle

Came across Open Note Scanner. Last updated 2 years ago, I think, but it fits the bill.

I've used OpenNoteScan before:

It works OK but it looks a bit old, and you need to install OpenCV Manager separately, outside of F-Droid for it to work.

I can deal with it, but there's no way I could ever be able to convince anybody else, especially non-tech people to use it.

This one looks like a winner in terms of UX, so I'll be using it from now on, Thank you for creating it!
