Will this be on steam like OpenTTD one day?
OpenRCT2 has some community efforts moving in that direction. X7 is working on new coaster models, some of which could replace in-game models like the giga coaster. And there's projects to replace music assets with original recordings as well as add new compositions. But in general the project is a long way off of being independent from vanilla game assets, so I wouldn't plan on that being possible in the near future.

Youtube.js – full-featured wrapper around YouTube's private API
IANAL but I've worked with many of them and I'd guess that isn't sufficient.
My advice to avoid any negative attention from YT/Google (but again IANAL) would be to do two things:
1. Move the "this is an unofficial" disclaimer at the top and bold and/or italic it so it's totally unmissable. I would use the same approach as MarshallOfSound: https://github.com/MarshallOfSound/Google-Play-Music-Desktop...
2. Praise Youtube/Google for having such a great API that empowers and enables their users to get the most out of their subscription. Make sure to point out the (true) benefits that YT gets from having a library like this that is available but they don't have to maintain and promise nothing to.

The thing that got me to try YouTube Music is https://www.googleplaymusicdesktopplayer.com/ a fan-made windows app that lets me have YTM installed as an app instead of just a browser tab!!!

New red alert color stuck despite application being closed
It's Google Play Music Desktop Player but I use it for YouTube Music now. It's not maintained very well and there are better alternatives I should probably switch to.

There is an unofficial desktop player (github and download). It's open-source and I have used it on Windows and Linux and it works great!

Concept for YTM Desktop App, so far I've completed the Home and Library Screens, but still working on the Explore Screen and the Maximized Player screen, this is a work-in-progress and I would like to get everyone's feedback on this.
