Sound Question for C++ or C#
If LGPL2.1 is acceptable, Nes_Snd_Emu would be an option to look at. (actually looks like that's a copy of Blargg's Nes_Snd_Emu, maybe modified; I didn't check).

famitracker is a free tracker. as far as i know, there isn't one united version of it nowadays, but you can download one pretty good and open-source version here
