Has anybody Used their Windows MR headset for Development? What developer tools are available?
If you're using Unity, you can use Mixed Reality Toolkit for Unity's input simulation to test various types of input interactions, such as hand-tracking and eye-tracking input. For Unreal projects, use the UX Tools plugin to test common input interactions and user experience features.

What are the steps needed to make an AR app?
There is also MRTK for Unity for example for HoloLens.

xr plug-in management works with hololens 2?
I'm not sure about this. Normally for Hololens, developers use MRTK, which plugins into the XR plugin system but doesn't use the com.unity.xr.management package specifically. You could also try asking in /r/hololens .
-
Does the commercial version of the Hololens 2 have basic dev software?
And yes, you can just use Unity, it's free, it's all you need. MRTK is also available for free (but it's not required for development).
- looking for a 3d hand model.

How do you open a project on Unity
For a school assignment, I was linked the following webpage https://github.com/immersal/arcloud-sdk-samples where the instructions say to "Launch Unity, click on Open Project" The problem is that I don't see anywhere to open a project. I see "new project" or "add project" but not open, so I'm confused about what to do?
