I created a chrome extension which displays random memes from reddit. You can find it at https://github.com/sushaanpatel/random-meme. Check it out !!!
I did not actually fetch the memes myself. The api already exists. You can find it here https://github.com/D3vd/Meme_Api. I just took the api and integrated it into a web extension. The creator used go lang.

Compile your project into a meme and execute it with cargo-memex
There is actually not much to it, the JPEG format supports application markers in which you can insert arbitrary content, however due to their encoding they are limited to 65536 bytes in size. So I chunk the binary and write it into consecutive segments, decoding works in reverse and in order to execute it, it writes it to a temp file and simply runs it.
What are some alternatives?
When comparing Meme_Api and formats you can also consider the following projects:

cargo-memex - compile rust code into memes
