[D] Is there a term for this kind of "grid search" in literature?
If you want to see a particular implementation of it, check out the well known libsvm library (https://www.csie.ntu.edu.tw/~cjlin/libsvm/) which will do it for you. Look for grid.py (https://github.com/cjlin1/libsvm/blob/master/tools/grid.py)

The most famous library for Support Vector Machine (SVM) algorithm is libsvm (https://github.com/cjlin1/libsvm/), but I felt that its code style is too old, I rewrote in newer C++ as a hobby project.
