I took a look and didn't see the documentation, thus I suggest you check out Bulb as it has a lot more activity and documentation. If you really want to use Jobo's look at the repository at https://github.com/borup3/Lighting-System-2D, download the zip and open it up in GM

SnowState is free and open-source. There is a simple demo to get you started. You can find it on Github. There is also a really nice documentation to assist you along the way.
