probably it's not, in my experience, except you got it in a really fishy site, but the best skin changer imo is https://github.com/B3akers/LeagueSkinChanger.

How to compile the new version of nSkinz?
Anybody knows how to compile the new nSkinz (https://github.com/advancedfx/nSkinz)? Would gladly appreciate it cause I'm struggling to compile it inside Visual Studio and can't figure it out.

Snkinz has been discontinued by the original creator but you can get the "officialish" fork vouched even by the original creator from here https://github.com/advancedfx/nSkinz, just download the source and compile it there should be a usage guide. Oh and if you're a moron like 70% of r/csgohacks download the official release from here https://github.com/advancedfx/nSkinz/releases/download/advancedfx-v0.1.12/nSkinz-advancedfx-0_1_12.zip
