Thinking in change gentoo for kiss
It could theoretically be implemented; you'd just have to go through the packages in the main repo and for every configure-time option, add it to the build file with a default that matches what it would normally do with no intervention, but is altered by an environment variable set by the user. For an example, you can refer to what I did for the networkmanager build file in one of my repositories.
