For Jedi Outcast there is a special version with hand tracking but it's not included in the last official release. Not sure how to handle this. There's instructions here for how to install it.

Resident Evil 4 VR 21 October Launch Date!
The source to Jedi Knight Outcast is available. Someone has made a PC VR port for Rift without Touch Controllers. They also did Jedi Academy with at least preliminary support for Touch Controllers. Last commits were in 2017.

It works just like what you described. I've tested it with the Star Wars Jedi Knight II openVR port from here.

The source code is available and a mostly complete PC VR port is done. Last commit was in 2017. There is some trick to enabling Touch Controllers I don't remember.
