SVG Tranform values not the same as shown in editor?
If that still doesn't eliminate the scaling, try the 'Apply Transforms' extension (though apparently there is an issue with recent versions of Inkscape). If your objects are groups, then just ungrouping and regrouping sometimes helps. Note that both of these will also apply the translation, though.

Is it possible to create lines with a texture like this?
The reason only some become blurry is likely because these objects have been scaled at some point and have a 'transform'-attribute applied to them. You can alternatively install this extension to apply and remove the transform-attribute.
