Well, I would say hShop, but its kinda not working right now, so I'd suggest Ghost eShop. They have most games, and the 3ds app has the same interface as Universal Updater, so it's easy to maneuver.

If you want up to 40 Nintendo DS game icons "installed" on your 3DS Home Menu, you need to use another homebrew app called NDS Forwarder Generator. You can find and download it from the Universal Updater homebrew app.

Use NDSForwarder. Download from your computer or open the Universal Updater app and you can find it in there (use the one by MechanicalDragon). Alternatively, use YANBF.

Or use NDSForwarder or YANBF.
