Cassidy talking head is now a separate mod (shipped with RPU). It now uses Joey Bracken’s voice by default, but if you prefer, you can download previous (Adam Dravean’s) voice from the corresponding page.

How does one play fallout 1 and 2
For Fallout 2 things get a little more complicated, because there's both an unofficial patch and a restoration project (which includes the unofficial patch content). I think it's worth playing with the restored content at least once, but some of it isn't very good. killap was maintaining both mods for a long time (http://www.killap.net/), but neither has been updated since 2014. I think 2014 might be the newest version of the restoration project, but there's a newer unofficial patch done by other people (https://github.com/BGforgeNet/Fallout2_Unofficial_Patch).

I want to play fallout 2 (first time) but i hear it has some cut content/ bugs that can be fixed with some mods, what can you guys recommend to me?
You'll definitely at least want the Updated Unofficial Patch. There's a save corrupting bug otherwise that might appear in your game. If you want restored content, then you want the Updated Restoration Project. The restoration project includes the unofficial patch already, so you only need one. Linked on either page is FO2Tweaks, which I also recommend.

Fallout 2 widescreen 480p and nearest neighbor scaling
First of all, i play gog version with the latest unofficial patch applied from https://github.com/BGforgeNet/Fallout2_Unofficial_Patch/releases (version 25 during the writing). And with this setup game is really picky about windows compatibility and DPI settings. I found that i get good performance and right scaling, plus my cursor doesn't immediately disappear with this exact settings: Compatibility mode "Windows 98 / Windows Me"; High DPI settings for fallout2.exe - Use the DPI that's set for my main display when "I open this program", High DPI scaling override "Application". I think i only need those DPI settings because i use windows UI scaling and not a standard one, but it shouldn't hurt anyways.
