Is there a way to import a ROM savefile to my legit emerald cartridge?
To time it, you should get Eontimer on your computer, check in the settings that the timer has the right console, then put one of the frames in the clusters Werster specified as your target frame. Start the timer and perform a soft-reset at the same time (A+B+START+SELECT), then navigate to when the assistant says "Please step this way". Press A when the timer runs out.

I downloaded pokefinder with no problem but when I download eon timer it just downloads a bunch of files and idk what to do. I'm on windows btw.
You're looking for the releases tab. Download the zip here, then extract it and run the .bat file in the bin folder

How do I run EonTimer?
The link you have is for the source code of EonTimer (which you'd need to build/compile yourself to run). The prebuilt releases should be at https://github.com/dylmeadows/EonTimer/releases (it should be a .bat in the "bin" directory)

How to calculate the encounter slot of each frame ?
The most succinct answer would be to look at the RNGR source code, as the encounter slot calc varies with each generation and encounter method for each game. IIRC it usually pulls from frame+1 or frame+2, but even that could vary. Quickest method would be to compare the results in the researcher of the RNGR/Pokefinder to the main window and see what matches up for that method.

You can see this by setting up the Researcher to use the LCRNG, custom one as 32bit >> 16, custom 2 as custom 1 % 100. The ranges can be found in the RNGR source code
