I have put the steps and description of how here https://github.com/ansonl/DEM2STL. The relevant parts are split between the README and scratch.sh files. I would like to bring all the steps into a single script or app that people can run in the future but I'm still making changes to the calculations to improve the result.

3D printed a large map of DC (and parts of NOVA)
Thank you! I used this tool to convert lidar data to .stl: https://github.com/furrysalamander/mini-map-maker I'm using a Monoprice Maker Select V2 at 0.15mm; more or less the default settings in Cura with 18% gyroid infill.

You asked and I listened! I've released a new version of my lidar scan to 3D printable map making tool with added support for external files, LAZ files, and a whole slew of bugfixes!
Back in February, I released a tool I wrote called mini-map-maker for generating 3D printable models from LIDAR scans. The community here had a lot of great feedback, and many of you tried it. Unfortunately, it was thrown together in a weekend or two, and had a lot of bugs.
What are some alternatives?
TouchTerrain_for_CAGEO - Touch Terrain: A python app to create 3D printable terrain models (STL/OBJ) from only elevation data (via Google Earth Engine) or from a local geotiff. Has been used for CNC terrain models. Runs as a web app (http://touchterrain.org), as .py file (standalone.py) or as jupyter notebook.
