Help with 12.5FPS footage
You could try an AI like DAIN but I shudder to think how much VRAM you'd need to handle 12k footage, you'd probably need something like an RTX A6000, and even then I doubt that would be enough...

How to speed ramp?
If you've got suitable hardware, you could run the clips through DAIN or a similar AI interpolation suite to double the framerate - that'll get better results than Optical Flow.

My streaming fatigue got so bad I started collecting DVDs
Another thing I've been meaning to try, but haven't yet, is hooking up VLC to https://github.com/k4yt3x/video2x/wiki or similar, since, yeah, while DVD quality is pretty decent, for certain genres sometimes I do want a bit more luscious detail.

Best ways to upscale 480p video to 1080p?
I've tried https://github.com/k4yt3x/video2x but mostly for anime. The recorded video I tried ended up looking real horror-show, but it was also an ancient 240p video I had hanging around.

You can use video2x to do this (I'd recommend this, as it's free and open source. Works best on animated content imo)
