This is a joke? we have icons for Paint in dark theme, but we don't have any option to activate a dark theme in Paint? Really? 🤨 The icons for Paint in dark theme on the left and in light theme on the right, as they can be found in the Paint installation folder.
About the folder background image, you can have a custom background image in each folder or a different background image for different folders. This can be done thanks to explorerTool In my case, I used the wave design that you can find at the bottom of Betterdiscord, and edited it to look good in my dark-themed file explorer.
