Backing up cemu for use on new windows installation
you'll have to install the Microsoft Visual C++ 2017 X64 Redistributable: vc_redist.x64.exe from http://cemu.info/ again, but yeah, thats it. If you have any change to the cemu.exe file you'll have to also do it again.

Who exactly is this? Just bought the Game.
If you hop on over to r/roms though they have a pinned megathread which links to trusted sources (often on a site as reputable as archive.org). Grab the Tekken Tag Tournament 2 Wii U Edition .wua from here and run it on CEMU instead of trying to locate the PS3 version. Wii U emulation is much further along so this will run better anyway and CEMU doesn't require additional BIOS for setup iirc.

Ok, since the problem seems to be wayland, can you try to start with GDK_BACKEND=x11 cemu? Have you tried the official appimages here? Are the 32-bit versions of the drivers installed? (e.g. lib32-vulkan-radeon). Is your hardware nvidia (it has issues on wayland)?

What is the best cpp code you have ever seen?
I love this copy_on_write from Sean Parent’s Stlab. It’s a useful library and it is readable (but uses advanced ideas): https://github.com/stlab/libraries/blob/main/stlab/copy_on_write.hpp The meat of it is under 100 lines. Give it a read. Understand it. Think through the atomic operations and ask yourself why it works. It’s beautiful.
