Dell Latitude E7470. BigSur 11.6.5/OC 0.7.9
CPU: i5-6300U CPU @ 2.40GHz/Skylake GPU: Intel HD Graphics 520/Skylake (Iris 550) RAM: 12GB SKHynix DDR4@2300 Laptop Make and Model: Dell Latitude E7470 (TouchScreen) Audio Codec: Realtek ALC3235 Ethernet Card: Intel I219-LM (IntelMAUSI 1.0.7) Wifi/BT Card: Intel 8260 Touchpad and touch display devices: ALPS/Alpine (V8) TrackPad, and ELANtech Touchscreen (via VoodooI2C). Brightness Keys and Ambient Light Sensors all work. Storage: Toshiba 256GB NVME - KXG50ZNV256G BIOS revision: 1.32.4 Guides Used - OC Guide and a lot of googling/head scratching trying to get multi-touch/gestures working on the TrackPad. First time i've actually had to use CPUFriend in OC as I couldn't get any sort of reasonable battery life or power management. Also the first Dell Laptop i've done that wasn't a Sandy/IvyBridge. What's working: Almost Everything - including iServices/iMessage, touchscreen w/multi-touch and gestures. SD card (via This version of the Sinetek Kext. Touchpad only has basic features. What isn't working: WWAN (not using anyways) Alps Trackpad only has basic mouse features. Wasted too much time on it. Voodoo Input/PS2 is stable.

Installed Monterey 12.1 with opencore 0.7.6 on Asus H97M-Plus and 4790
By NPM I meant CPU power management. Since you spoof CPU (Haswell support dropped for v12), your CPU PM is off. You need CPUFriend to make it work again.

Big Sur 11.5.1 - using OpenCore 0.7.2 / iMac15,1
Since this CPU is not from iMac15,1 family, Native CPU Power Management won't work. You may want to check CPUFriend.

Swapped 1Tb NvMe 2280 Rocket Sabrent with 2TB Samsung 990 Pro & now takes twice as long for Bios to come up. Takes 12 secs vs 5 sec with old M.2
Shot in the dark, but it could be broken TRIM on the drive? Samsung drives are notoriously buggy with MacOS (with a few exceptions). See here and read on.

- After upgrading from macOS Monterey to macOS Ventura 13.2.1 Spotlight takes 15 seconds to show results. How to solve this?

Best supported NVME drive?
Phison controllers used to be great but many have broken TRIM in Monterey and higher.
-
PSA: Your NVMe drive model and controller might make a big difference
Recently I needed to upgrade my drive, and after reading this: https://github.com/dortania/bugtracker/issues/192 I decided on a WD Black SN770. I wanted to make sure it was a drive that behaved well with MacOS. This Github thread also calls out the Phison E12 as being troublesome.

Please help me figure out why my Mac is so slow to boot?
You might be hitting an issue with the “trim” firmware implementation on your nvme drive. Unfortunately the Samsung 970 pro has a buggy/badly implemented trim algorithm that macos seems to hit on boot. The hackint*sh community has reported on it for a while now: see https://github.com/dortania/bugtracker/issues/192 Unfortunately I haven’t heard of any fixes, accept the longer boot times (the more time the system has been running for last since the last boot, the longer the next boot will be as there will be more block to for the trim algorithm to sift though.) Or replace it with a different / more supported model. The attached link should help with know models. Good luck.

Startup could get any faster?
I think this is the page you need: https://github.com/dortania/bugtracker/issues/192
