Stars - the number of stars that a project has on GitHub. Growth - month over month growth in stars.
Activity is a relative number indicating how actively a project is being developed. Recent commits have higher weight than older ones.
For example, an activity of 9.0 indicates that a project is amongst the top 10% of the most actively developed projects that we are tracking.

Is there an addon for equipment templates?
There is a Buildpad addon that allows to add builds, preview traits, change them and paste builds in an organized template. https://buildpad.gw2archive.eu/ (needs Arc to work.)

THESE AREN'T ACCOUNT-WIDE?! I bought a few under the assumption that this would give more potential inventory slots for my whole account. These are like $5 a piece and only affect one character? Absolute ripoff.
Good, because you can have unlimited builds with stuff like blish or buildpad and character slots are better than equipment slots (in more ways than one)

I really hate that build & equipment slot expansions aren't account wide.
Really though, as the slots are now (character locked) and account storage being mostly useless it's by far the best value to just get character slots for equipment (and you get fashion options, bag slots, story, map complete, etc). And as I said before, buildpad or blish both have unlimited build storage. Ya they are additional add-ons but if you care, they are huge QoL and solve the issue of limited slots.

Build Template and Armory templates capacity increased?
You still have it tho: https://buildpad.gw2archive.eu/ It is not automatic like the old one, but it also doesn't bugs or get stuck and it just requires you to do just a few clicks.

Here is a link that documents Chris Cleary (a former ANet employee) asking GW2Raidar (a now defunct project aggregating fight logs) to export some class performance data for him so the balancing team can use it.
