What is the most accurate Windows OCR
MangaOCR on github is really good. There are two main gui of it that i know of. The first is a whole gui reader of it and is called poricom. The second lets you ocr anything on the screen when pressing alt+q and is called cloe. Manga recommendations
I'd say almost any slice of life manga. Grand Blue is pretty fun. It doesn't have furigana (imo better so you have to recall the reading) but you can use this program to scan the words https://github.com/blueaxis/Cloe

In my case, I didn't like Poricom's manga reader. So right now I'm using Cloe which can OCR even on web manga readers
